We packed City Hall out again with around 80 adaptation and resilience professionals to discuss how to fund major infrastructure to support London’s climate resilience. Our two case studies were the Environment Agency’s TE2100 plan and the Flood Ready London strategy. Both flood focussed but dealing with very different sources and different solutions.
The day kicked off with a rousing call to action from Kate Willard – Associate Advisor to NISTA (National Infrastructure and Service Transformation Authority), member of the Oxford Street Development Corporation Board and formerly Chair of the Thames Estuary Growth Board – who asked us to think about some of the challenges but also the opportunities presented by a more resilient London.
We then heard from Laura Littleton at the Environment Agency and Jim Craig from Deloitte who walked us through the TE2100 plan and some of potential funding routes being considered before we got down work. We were led through the sessions by co-host Francis Heil at Atkins Realis who sponsored the event and Fiona Hardie at the Environment Agency.
The attendees were drawn from a broad range of sectors including investors, developers, boroughs, academics and infrastructure providers, all working together to tease out the positives and negatives of the funding options on the table. Some consistent themes emerged including ensuring any mechanism to fund London’s flood resilience is fair and equitable and doesn’t fall on the shoulders of those at highest risk and least able to pay, but that we also recognise the multitude of benefits that flood protection brings and the need to reflect that in how and who pays.
There was an emphasis on ensuring that strong compelling narratives and better information on actions that can be taken at a household level are integrated into future funding solutions. Ultimately the consensus from the room was that there is no single answer and that a challenge of this size will need a blended solution.
We’ll be circulating notes to attendees over the next few weeks and supporting both Flood Ready London and the Environment Agency as they work to protect London from future flood risk.
